Building Stronger Communities Through Community-Led Development

The Coalition for Responsible Community Development is advancing a citywide movement to invest in community-led solutions that strengthen neighbourhood safety, expand economic opportunity, and address systemic inequities across Toronto.
With clear evidence that investing in community works to reduce long term costs to the City and taxpayers, while improving community well being, now is the time for the City to commit to expand Social & Community Development Plans to all 158 neighbourhoods in Toronto.
About the Coalition
We are a growing network of residents, community organizations, and advocates working together to:
- Advance community-led planning through Social Development Plans (SDPs) and Community Development Plans (CDPs)
- Support resident-led planning and decision-making
- Ensure equitable investment in underserved communities
- Promote long-term, preventative solutions that reduce crisis-driven costs
This approach builds on proven success in communities like Regent Park, where coordinated investments have led to improved safety, stronger partnerships, and increased access to opportunities.
Why This Matters
- Cost-effective: Investing upstream reduces pressure on emergency services, policing, and healthcare
- Proven impact: Community development strengthens coordination and outcomes
- Equity-focused: Resources are directed to communities with the greatest need
Several community members have already communicated to the City of Toronto Executive Committee that now is the time to invest in community-led planning as an evidence-based model to align with real local priorities and deliver lasting impact.
