Framework to Prevent Displacement and Advance Income-Based Affordable Housing

November 2025 – Submission to The Honourable Evan Solomon, Minister of Artificial Intelligence and Digital Innovation

The Regent Park Neighbourhood Association (RPNA) and the Regent Park Tenant Rights Association (RPTRA) have jointly submitted a policy framework urging all levels of government to adopt income-based definitions of affordability and prevent displacement in revitalizing communities.

This submission calls for:

                  • A guarantee that at least 50% of all new housing in Regent Park remains rent-geared-to-income (RGI);

                  • A commitment to 637 rent-geared-to-income homeownership opportunities for long-term residents currently living in social housing;

                  • Investment in community-owned spaces under the AOCC framework; and

                  • A citywide rollout of Social Development Plans to advance equity, inclusion, and community well-being.

Together, these recommendations aim to uphold housing as a human right, strengthen social infrastructure, and ensure redevelopment benefits the residents who helped build Regent Park.
